This is Kosetsu, the snowy ice demon that possesses Kimiko during the break between shippuden and pre-ship.

He's not as mean as he looks, he's just ruthless. This is his human form,, his real form is a white dragon.

In some legends he was thoguht to be the protector of Kimiko's kimiko's clan, and when her village is destroyred and she is almost dead, he goes into her body to keep her alive so she can help rebuild the village.

After the village is re-build, he takes a liking to her so he stays in her body, lending her his powers.
